- Active disaster response personnel (e.g., FEMA, Red Cross deployed staff)  

2. Financial Hardship Demonstration  

Applicants must provide evidence of economic distress directly attributable to one or more of the following qualifying circumstances:  

- Disaster-related property loss or damage  

- Medical emergencies resulting in uninsured expenses  

- Temporary or permanent service-related disability  

- Essential living expenses jeopardized due to emergency deployment  

- Loss of primary residence due to catastrophic events  

3. Temporal Parameters  

- Incidents giving rise to financial need must have occurred within six (6) months of application submission  

- Applicants may not receive duplicate funding for the same incident from multiple sources
